Senegal is one of the highest recipients of aid per capita in Africa, mostly from France, the EU and the World Bank. Aid receipts are used to import 400,000 tons of rice annually, but are also absorbed in administration costs, helping to finance the sizeable civil service. Senegal has given small aid donations to African liberation movements, including the ANC.
